Sports gambling is one of the fastest-growing industries in the U.S., reshaping how fans, athletes, regulators, and communities think about the role of sports in society. Once limited to the margins, betting is now woven into mainstream culture and major media, raising pressing questions about regulation, fairness, and the integrity of competition. At the same time, concerns about addiction, equity, and responsibility loom large, making sports gambling not only a legal and economic issue but a moral one.

Panelists
Brianne Doura-Schawohl is a leading expert in gambling policy, government relations, and responsible gaming advocacy, known for founding her own global consultancy firm. Her career, which includes prominent roles with national and international organizations, focuses on providing expert advice to legislatures, regulators, and industry stakeholders.
Mark Hicks is the Managing Director of Enforcement at the NCAA. Appointed in January 2014, he leads initiatives concerning sports wagering, Name, Image, and Likeness (NIL), and specific sport development. Before joining the NCAA, Hicks spent nearly a decade as an educator and coach, teaching high school English and coaching football at both high school and college levels.
David Rebuck is a retired gambling regulator with a distinguished career in New Jersey’s government and gaming industry. He is recognized for his pivotal role in modernizing the state’s gaming laws, particularly in online gambling and sports betting. After retiring from public service in 2024, he transitioned to the private sector as a Special Advisor for a gaming compliance company.
